About the organization

An independent public layer of data

NGO "Digital Coverage UA" was created to make digital accessibility in Ukraine clear and fair for everyone. We collect and publish independent information about real internet coverage: where it exists, what technology provides it, and what services are available at a specific address.

Our role is to be an independent public data layer that helps people, communities, providers, and the state speak one language about internet access.

Artem Bilodid

A specialist with over 20 years of experience building products in technology, telecommunications, and management.

He took part in launching Wireless Broadband and 4G/WiMAX networks in Ukraine when these technologies were only entering the market — gaining a deep understanding of how coverage is actually built and why users struggle to get honest information about it.

He also advised on digital infrastructure, including Ukraine's address registry based on the European INSPIRE spatial data standard. This blend of telecom expertise and geodata work formed the basis of the Digital Coverage UA mission.
